The EMLI at Mesa Gardens

The EMLI at Mesa Gardens is a 300-unit affordable, energy-efficient multifamily development in east Houston, built on a former baseball field.

 

It's located at 10199 Mesa Drive in Houston, Texas 77078, in the East Houston neighborhood.

 

It's a partnership between Harris County Housing and Community Development, Harris County Housing Finance Corporation, Houston Housing Finance Corporation, East Houston Athletic Club, and AMD Development, with LIHTC financing from R4 Capital, plus a clubhouse and community facilities.

WORKFORCE DEVELOPMENT

Partnering for Progress:

We’ve teamed up with the Texas Workforce Commission (TWC) to offer professional development and job training for individuals who are:

  • Re-entering the workforce

  • Living with disabilities

WHAT WE OFFER:

  • Hands-on job training

  • Career coaching and resume support

  • Soft skill development

  • Skill-building

East Houston has long faced underinvestment, leaving residents without adequate housing, amenities, and economic opportunity — creating urgent, high-impact potential for transformative community investment.

We are mobilizing grassroots beautification efforts and strategic capital campaigns to attract lasting investment into East Houston.

Entering the future, we're securing sustained funding, professional staff, strong data systems, and long-term strategic civic partnerships.

In East Houston’s Mesa and McCarty Road corridor, we’re developing a sustainable green space that nurtures both people and nature.

 

The thoughtfully designed for long-term impact, this project will deliver lasting ecological and social benefits while serving as a welcoming gateway to the Northeast Houston community.

 

By creating an aesthetically pleasing environment, we aim to inspire community pride and enhance the quality of life for local residents.

  • Soft Skills Training of prospective candidates
